There was a question about whether Ducky Derby fundraising would be utilized by Durham High School students to help fund the party.

Penny also told about a deaf student at Durham High that had been selected for a Peoples Ambassador program. His name is Justin Edgerton.  The student needs $5,000.00 to pay for a deaf interpreter (signer).

Another deaf student from Fairfield had written to request a contribution toward her Peoples Ambassador program.

Then Mike Crump got up to tell about the need to trim and shape up the Durham community Christmas Tree. $500.00 was requested to help fund this project.

After discussion, the President appointed a four member Finance Committee to review the requests and make a recommendation. Roy Ellis will Chair the Committee. The members are Penny Chennel, Glenn Pulliam and Mike Crump.

District Family Fun Day

The District Rotary Foundation Family Fun Day will include held on May 5, 2007, from 11 am to 3 pm, at the Western Pacific Railroad Museum, 5848 State Highway 12, Suisun City, CA 94585.   The price is $25 per adult and $15 per child (under 2-free).  It is a western theme so come in your western clothes and bring chairs and blankets.  Also bring money for the silent auction.  Tom Vanella will obtain a case of 4 pound cans at a reasonable price for our clubs donation to the silent auction/raffle.  There will be a BBQ picnic, music, raffle prizes, a bounce house, a silent auction and train rides.

The Western Railway Museum gives visitors the opportunity to ride historic streetcars and interurban electric trains from all over California and other western states. Streetcars loop the shaded picnic grounds. Interurban cars run over the restored main line of the old Sacramento Northern Railway. With over 50 historic cars on display, railway exhibits, the Museum Store and Gift Shop and the large, shaded picnic grounds, the Western Railway Museum is ideal for family and group outings

Rotary conventions held in the United States typically draw about 25,000 registrants.

RECOGNITIONS

Pres. Andy asked Penny Chennel-Carter if she had celebrated an anniversary recently?  Penny proudly displayed the Grinder and announced that she and her husband celebrated their first anniversary.   Also Penny announced that she had a birthday and asked Durham Rotarians to sing.

PROGRAM

Jim Kirks introduced Vance Parker by first thanking Bruce Norlie and Mike Moran for suggesting inviting Vance to speak to Durham Rotarians.   Vance was born and raised in Ft. Worth, Texas, the son of an American Airlines pilot.   After attending the University of Texas, Vance entered the Navy’s flight program in 1968.   His assignments included front-line F-4 Phantom fighter, VF-32, two deployments aboard the USS Kennedy.   He was selected for the Blue Angels in 1973 flying opposing solo pilot in 1974 and lead solo in 1975.   His next assignment was to the F-14 Tomcat and trained at the Naval Air Station Miramar in 1976.   When a Blue Angel solo pilot was killed in training, Vance was reassigned to the Team and again flew as a solo pilot in 1977.   After the 1977 air show season, he was reassigned to the F-14 at Miramar.   Vance served as operations officer, and maintenance officer of VF-213.   Then he was assigned to VF-124 as an F-14 instructor pilot.   He served as operations officer, executive officer and attended the Navy’s “Top Gun” school Vance was selected for command, and served as Executive Office and Commanding Officer of Fighter Squadron One (VF-1) with major deployments aboard the USS America and USS Ranger.   In 1988 he was assigned as Navigator of the USS Independence.   His final Navy assignment was as Fighter Wing One Operations Officer, at NAS Miramr.

Durham Rotarians were fascinated by the broken tail hook that Vance brought to illustrate his experience with catching the tail hook on a cable connecting two high tension towers.   Although he almost pulled the ejection lever twice due to losing power, the cable eventually snapped free from the hook and Vance’s jet zoomed out of danger.   Another interesting object was the Blue Angels helmet with a gold coated visor that allowed pilots to look directly into the sun when following the lead pilot through intricate maneuvers.   During the dinner and during the program Mike Wacker and then Jen Liu played DVDs of Blue Angels air shows.   Vance gave a running commentary on the amazing close formation aerobatics performed by the team.

District/International Legislation

The following is a letter received by President Andy from District Governor, Connie Crawford.  President Andy will be seeking comments from members on the items of proposed legislation and pass them on the Connie.  Please review it and make your comments known to Andy.

Dear Club Presidents,

In a couple of weeks I will be heading for Chicago and the Council on Legislation (COL).  I am honored to be representing our district and am grateful for your clubs’ selecting me as our representative.

Having read the 357 resolutions and enactments, I would like to share just a few of them with you and if you or any of your members would wish to express your opinions, I will be happy to consider them.  Also, if you asked for the Proposed Legislation, Volumes 1 and 2, and wish to express your opinions on other items, please send them to me via e-mail up to Friday, April 20.

First, some of the model clubs in a pilot program have submitted some enactments that would change “Club Meetings.”  These clubs have not been bound to the traditional schedules and there are several proposals on meeting schedules.

07-01 proposes that clubs be allowed to meet either weekly or twice per month.  I like the word allowed rather than “will.”

07-07 proposes that clubs meet weekly or twice a week.

07-10 would allow clubs with not more than twenty members to cancel up to 12 regular meetings per year.  Why?  Do any of our small clubs cancel many meetings?  Ours goes dark twice during the Christmas and New Year season.

07-13 prohibits the discussion of business matters or private disagreements during club meetings.

07-15, regarding attendance, would require members to attend 50% of regular meetings in each half year, 25% of which shall be the regular meetings of the member’s club.

07-22, -23, -24 There is also much proposed legislation regarding interactive club website activities.  These e-clubs meet electronically and actually have one more year in the pilot program.

From these proposals, I think they are trying to attract today’s young potential Rotarians, especially those whose careers require much traveling.

07-49, regarding club officers, is a request for the RI Board to consider proposing legislation to the next COL requiring club secretaries who serve three or more consecutive terms to attend PETS at least every two years.  Interesting.

Under Membership, there are many proposals to create more categories.  If you wish, I will fax you the one-page listing of 07-51 through 07-67.  Just let me know.

07-70 and 07-71, under General, request the RI Board to consider focusing on safe drinking water and endorsing the Blue Planet Foundation’s Blue Planet Run and Water Project Activities.  Sounds like a possible partnership and I’m interested in learning more.  The second proposal requests the RI Board to consider conducting clean water and sanitation programs after polio eradication.

07-79 requests the RI Board to consider supporting a campaign to stop the practice of child slavery.  A part of this would be Rotarians refusing to shop at stores whose products are made by children in sweat shops (this is my interpretation).

07-81 requests dedicating the month of March to water.

07-82 requests dedicating the month of July to Humanity and the month of May to the environment.

07-83 requests dedicating the month of May to Women in Rotary.

07-84 requests dedicating the month of May to friendship.

07-87 and -88 request adding a fifth avenue of service:  Service to Youth.

07-98, under Structured Programs, requests the RI Board to consider adopting the Model United Nations Assembly (MUNA) as an official RI program.

Under the Rotary Foundation:

07-127 requests the Trustees to consider broadening the Group Study Exchange qualifications for ages 25-40 to 25-50.  I like this since we are still “young” after 40 in this day and age.

07-128 requests the Trustees to consider allowing students (at least 25 years of age before entering their professions) to participate in Group Study Exchange.

07-189, under RI Operations, would allow for joint subscriptions to the official magazine.  This is for those Rotarians whose spouses/partners are also Rotarians.  It would cut back on revenue somewhat.

07-206 requests the RI Board to consider encouraging all Rotarians to learn another language in order to promote RI’s internationality and to facilitate international meetings.

07-221 requests the RI Board to consider gradually introducing Esperanto as a second language to all Rotary club international service committees.

Some of the proposed legislation I find important and some I find interesting.  How about you?

That’s All Folks!!!

Yours in Rotary Service
